Residents of the Carroll County Alms House
1853 - 1965
The accompanying list of residents and their dates of residency, their ages, and their death dates came from a variety of resources including census records, county commissioners’ reports, and newspapers. More names may be added from time to time as they come to light.
In 1852, 307 acres of land on the southern outskirts of Westminster were purchased for $17,826 to provide a farm and create suitable buildings for the use of the County’s poor. Although Carroll County was founded in 1837, an alms house was the last of the major public buildings constructed. Neighboring counties already operated similar facilities.
The main building, seen above, consisted of 30 rooms on three floors. It, another building, and a barn were constructed in 1852-53. A public notice said that on May 23, 1853, “paupers would be received.” The facility was primarily for housing the poor who had no other place to live, but it was home to some disabled residents, hobos or tramps just for overnight stays, and at times the insane and criminals were housed. It was a true working farm with residents who were able-bodied raising pigs, cows, grain, garden vegetables, etc. for their own consumption and for sale if there was excess. Although not entirely self-sustaining, the alms house did provide much of what was needed to feed its inhabitants. A doctor from the community was available for those needing medical attention. As many as 50 people resided there at a time, women and children living in the large main brick building and men in a brick dormitory attached to the main house by a covered walkway. The Carroll County census records provided a list of residents every ten years, but people obviously came and went in between.
Each year members of the Carroll County Grand Jury inspected the facility to report on living conditions. In its yearly budget the County published the salaries of the alms house staff and other costs associated with operating the facility including extra items needed for the residents and income from sale of farm produce. In 1960, acting upon a recommendation of the 1959 Grand Jury report, the County decided to close the facility after placing the last six residents in appropriate facilities. Ben Sherfey, pictured to the right, was one of those last residents. The buildings are now operated as the Carroll County Farm Museum.

Notes of County Commissioners' Minute Books say Ida, a lunatic, will be sent to Springfield State Hospital in 1902. Obituary for Ida M. Babylon in the Democratic Advocate of March 21, 1903, says she died at age 44 years, 4 months and 26 days. She was the wife of Alfred S. Babylong of Frizzelburg and died at Springfield "Asylum." Funeral service was held at Baust Lutheran/Reformed Church and she was buried in the cemetery there. She was survived by her husband and a son, Truman.

The paper said he lived on "Church Street extended, this city [Westminster]" and that is the location of the County Home, but the paper didn't specifically say he was at the County Home. Two brothers survived him, Geo. Richter of Eastview and Wm. Richter of this city [Westminster]. Funeral services were at Deer Park and he was buried there. Michael Richter was married on December 31, 1885, to Mary E. Little. He was from Smallwood and she was from near Mexico.

In 1857 he married Miss Mary Richards, second daughter of Richard Richards, of Hampstead, Carroll county and in 1858 moved to Carroll. He was a "staunch Democrat," and in 1869 he was elected sheriff by a large majority. In 1874 he was appointed steward of the almshouse and held that position for six years. During the last years of his life Mr. Tracey was a general contractor. He is survived by six children.

The deceased was about forty-eight years of age. His remains will be buried in the Dunkard burying ground near Linwood... "

On his gravestone in Potters Field, he is listed as Zahner Martin, but Martin was his given name - Martin Zaner appears in 1900 census for New Windsor as a naturalized citizen born in Switzerland in Dec. 1854 - age 45 - arrived in US in 1885 - working as a day laborer - his wife's name was Manda - (database constructed by Pat Brodowski includes a date of Nov. 8, 1929 but without explanation of what it signifies) - obituary in the Democratic Advocate on February 5, 1915, says "Martin Zaner, died at the County Home, January 31, about 65 years of age. He is survived by his widow, Mrs. Martin Zaner, near New Windsor. Funeral services were held at the County Home on Tuesday conducted by Rev. Hetrick. James M. Stoner, funeral director. In 1910, Martin Zahner received $10 as an "outdoor pensioner."
